Qlarant is a subcontractor to GuideWell/Novitas who is the Prime contractor for this CMS Provider Enrollment Oversight DME (PEO DME) Contract. The NPEAST processes enrollment applications associated with DMEPOS suppliers’ functions and assures that enrolled DMEPOS suppliers meet all required supplier standards and any additional State Medicaid Agencies (SMAs) requirements, through various means, including evaluation of site visit results and checks of submitted documents. These requirements include accreditation, surety bonding, special licensing, insurance, inventory, etc.

The NPEAST conducts hearings resulting from denial of a supplier’s application or deactivation/revocation of a supplier is Medicare billing privileges and provides input for appeals of denied or revoked suppliers to the Office of General Counsel (OGC). In addition, the NPEAST interacts with the Durable Medical Equipment Medicare Administrative Contractor(s) (DME MACs), the Pricing, Data Analysis and Coding (PDAC) contractor, and the Unified Program Integrity Contractors (UPICs) to further investigate fraudulent supplier activity. The NPEAST processes enrollment applications and perform enrollment functions for all states east of the Mississippi River and three US Territories.
