Qlarant Investigator Todd Scioneaux Earns a Qlarant Connects Donation for Volunteer Activities with the Louisiana Civil Air Patrol

Success Stories LogoColonel Todd Scioneaux has spent numerous hours each month serving the people of Louisiana in the Civil Air Patrol (CAP) since 1988. On May 3rd, 2025 he took over as the Wing Commander of the Louisiana Wing in Baton Rouge. He will now oversee operations such as search and rescue of downed aircraft; damage assessment and on-site relief during natural disasters; and activities related to the state’s cadet program. The wing works closely with FEMA and the governor and partners with the Red Cross.

The Louisiana wing maintains 14 aircraft in 21 squadrons across the state and has 417 adult members, 420 cadets, and includes 135 aircrew personnel, and 484 emergency responders.

Qlarant Connects logo“When Todd submitted his Qlarant Connects volunteerism form,” said Qlarant Foundation Executive Director Amanda Neal, “I’ll admit—I’d never heard of the Civil Air Patrol.  But, after speaking with him, hearing his dedication and learning more about the organization’s mission, I was genuinely inspired.” Through the Qlarant Connects program, Qlarant Foundation provides a philanthropic donation in support of full-time Qlarant Associates who volunteer their free time with nonprofits in their local communities. “His passion sparked something in me, and I knew his story needed to be shared more broadly,” continued Neal. “ I’m so proud of the Qlarant Connects program—it’s amazing to hear all of the good things that Qlarant Associates are doing in their local communities!”

“CAP has a long history of service to Louisiana and the nation as an auxiliary of the Air Force,” Scioneaux said. “With hurricane season upon us, our emergency services crews are prepared to answer the call. Our aerospace education program is vibrant, and we are working with teachers and schools across Louisiana to bring STEM- and aviation-related opportunities to students.”

“Our cadet program will continue to excel in leadership, aerospace, fitness, and character curricula, and I plan to involve them in disaster relief mission support,” he continued. “We will grow and continue to provide the exceptional service that we have been working to deliver to our communities, state, and nation since 1941.”

Todd is a certified fraud examiner and accredited health care fraud investigator. He earned a degree in criminal justice from LSU, is an FBI National Academy graduate, and has completed training with numerous local, state, and federal agencies.

Each year, the CAP holds annual training at a central location. The Qlarant Connects funds will be used to defray the cost for some of the unit’s members to attend the training.

According to their website (gocivilairpatrol.com), the Civil Air Patrol was “founded Dec. 1, 1941, to mobilize the nation’s civilian aviation resources for national defense service, CAP has evolved into a premier public service organization that is a cost-effective force multiplier for Air Force-assigned missions.” Their mission is defined as “Volunteers Serving America’s Communities, Saving Lives, and Shaping Futures.”

Col. Scioneaux joined the Civil Air Patrol in 1988 and has served as Louisiana Wing Deputy Commander, Southwest Region Inspector General, Wing Inspector General, National Complaint Resolution Officer, Wing Director of Logistics and squadron Logistics Officer. He completed Level 5 and earned the Gill Robb Wilson Award in 2022 and is a graduate of the National IG College. He was recognized as the national CAP Inspector General of the Year in 2018.

His CAP honors and achievements include the Exceptional Service Award, the National Commander’s Commendation, numerous Commander Commendations, Disaster Relief Ribbon with “V” device, the Air Force Organizational Excellence Award, Encampment Ribbon, Louisiana Wing Senior Member of the Year, the Louisiana Wing Commander’s Award of Excellence.
