Michael Cooke provides strategy and oversight of Qlarant’s business development, marketing, and development of new product, technology and service offerings. He has more than 20 years of experience leading strategy, operations, delivery, and growth across a wide client base at prominent consulting firms in federal and commercial markets. His range of clients have including the various agencies of the Department of Health and Human Services, the Veterans Administration, and Department of Homeland Security, along with private sector financial and healthcare institutions.

Prior to Qlarant, Mr. Cooke was Vice President of Business Development and Strategic Growth for Abt Associates, leading a team of senior business development executives and capture managers specializing in high value and strategic opportunities in domestic and international markets. As an Associate Partner at IBM, Cooke led the business development executive team for the Federal Consulting Business and has also served as Vice President, Corporate Development at Apprio Inc. He has held a number of consulting roles, including delivery manager supporting client business transformations at Deloitte Consulting and account management at The Advisory Board Company.

Mr. Cooke has a Bachelor of Arts degree in Political Science with a minor in History from Randolph-Macon College in Virginia.
